Sterling money, and no Order may exceed £10 in amount. The rates of commission should be as recommended in the report of Macpherson and Mitchell. As the Governor of Hongkong has consented to assume the general control of the Post Offices in China and Japan, all questions of currency and Exchange will, of course, be dealt with by His Excellency on the spot, and in an equitable spirit, so as to give the Public no just cause of complaint.
I beg leave to add that a Book, explanatory of the Money Order system, and also specimens of all the Forms required to be used in the transaction of this duty will be forwarded direct from this Office to The Postmaster General of Hongkong.
I am, Sir, Your most obedient Servant, Rowland Hill Secretary.
